Fratchy is a photo messaging app. However you can choose to delay the messages to a certain time so they are not instant.
There seem to be a lot of designs coming with camera on them, although this is a picture based messaging program we do not really want a camera in the design. Try to think of things being partially hidden when they are first recieved by the user.
